Exemptions
for

Members
Sales
of
utilities
and
fuel
qualify
for
exemption
from
Maryland's
sales
and
use
tax
under
the
same
terms
as
other
consumables.
However,
the
use
of
these
items
in
operating
administrative,
commercial
and
storage
facilities
and
in
providing
plant
heating
and
air
conditioning
is
not
exempt.
When
utilities
are
sold
through
a
single
meter
for
both
taxable
and
exempt
uses,
taxability
is
controlled
by
majority
usage.
The
taxability
of
oil
and
coal
is
also
controlled
by
majority
usage
where
it
is
impractical
to
segregate
qualifying
and
non
qualifying
usage. To
claim
the
exemption
for
utilities
and
fuel,

Economy
Offers
New
Opportunities
One
result
of
a
challenging
national
economy
is
the
number
of
people
who
have
started
their
own
businesses,
and
these
businesses
need
help
from
the
printing
industry.
Thanks
to
increasing
regulatory
discouragements
to
hiring
full-time
workers,
there
is
a
larger
freelance
and
small
business
market
in
almost
all
industries--more
than
70,000
new
businesses
are
being
created
every
month,
in
fact.
The
digital
media
capabilities
of
a
modern
print
business
can
offer
these
fledgling
firms
a
helping
hand. Pursuing
these
markets
reduces
the
average
invoice
size
for
printers
and
changes
the
nature
of
sales
management
considerably.
Not
everyone
is
up
for
this,
but
it
needs
to
be
explored
and
exploited.
Digital
Mags
Face
Loss
of
Advertisers
More
and
more
business-to-business
magazines
are
offering
digital
versions
to
their
subscribers,
and
though
this
seems
like
a
great
story
for
the
publisher,
it
could
backfire.
Although
digital
versions
take
away
all
of
the
paper,
printing,
and
distribution
costs,
they
could
also
make
advertisers
go
away.
In
a
digital
edition,
it
is
simply
too
easy
for
a
reader
to
scroll
past
and
ignore
ads,
which
makes
advertisers
much
less
visible.
Without
page-by-page
browsing,
there
is
also
a
loss
of
passing
the
printed
product
around
to
others.
As
advertisers
grasp
these
facts,
the
migration
to
digital
magazines
will
slow
or
reverse.
Clarification
on
Passport
Rules
In
the
June
11
issue
of
eNews,
members
were
advised
of
a
regulation
that
took
effect
June
1
requiring
passports
when
traveling
to
the
Caribbean
(and
Canada
&
Mexico).
Does
this
apply
to
Puerto
Rico,
too?
The
Department
of
Homeland
Security
website
says
U.S.
territories
are
considered
a
part
of
the
United
States.
U.S.
citizens
returning
directly
from
a
U.S.
territory
are
not
considered
to
have
left
the
country
and
do
not
need
to
present
a
passport.
U.S.
territories
include
the
following:
Guam,
Puerto
Rico,
the
U.S.
Virgin
Islands,
American
Samoa,
Swains
Island
and
the
Commonwealth
of
the
Northern
Mariana
Islands. For
full
details
of
the
new
restrictions
